The methodological approach we present has been developed in a comparative setup, working in parallel with two contexts (Bologna, Italy & Frankfurt a. M., Germany). It tries to enable cities to co-create a local climate finance instrument by leveraging expertise and knowledge from the stakeholder system by combining bottom-
up (context experts) and top-down (content experts) engagement.
